Check out the comments in the original blog post for an explanation of the potential connection. Also, the article from 1994 referred to in the comments is here: Confiscation by consent decree - Department of Justice extorts money from financial institutions. It has got a bit of anti-Clinton administration spin to it, but is interesting nonetheless.
