There's really no way getting around housing losses, at least on an expected basis. All these proposals are slight variations of the hot potato game. In this case, it seems the idea is that instead of all the money for future generations going to the bank it gets split between the bank and the homeowner but it doesn't fix the problem that the bulk of the losses will still be brunt by future homeowners but I guess no one's denying that losses should be shifted from today to future generations.
