Aren't you dividing the ~1500 households in that one zip code by the 20K households in all of Arlington to get 7% ?

No, I was taking the total population of individuals of 42,844 and dividing by 3,043 because the chart is labeled "Distribution of median household income in 2013 (number of people)", and I took "number of people" to mean individuals in such a household. Apparently, it doesn't. I see now that there's a pie chart right below it with actual percentages listed and it says the population earning > $200K is 17%. So that's in line with your more recent estimate.
